Documents and records
Our documents library holds our annual reports, tax filings, meeting minutes, flyers and other records. Anyone can browse the list, and a free account opens the files. The bylaws and the preparedness guide are on the site for anyone to read, with their PDFs for account holders.
In short
- Browse the documents library by kind, title or year. You need no account to see what is there.
- Opening a PDF needs a free account. Signed out, each file says Sign in to open, and signing in brings you back to it.
- The bylaws are on the site word for word for anyone to read. Their PDF needs an account, as does the PDF of the preparedness guide.
- Search looks across the whole site at once: pages, the guide, the bylaws, news, events and documents.
Step by step
Find a document
- Open Documents, in the footer under Who we are. Documents are grouped by kind, such as annual reports, Form 990 filings and meeting minutes.
- To narrow the list, type a word under Search titles, choose a Kind, or set Year from and Year to, then choose Apply. Clear shows every document again.
- Each row gives the title, a short description when there is one, the date and the file, with its size and number of pages.
Open a document
- If you aren’t signed in, the Opening a document panel at the top of the page offers Create a free account and Sign in to open documents. Any account will do; it needs no special access.
- Signed in, choose Open PDF beside the document. It opens in a new tab.
- Signed out, the link beside each document says Sign in to open instead. Choose it, sign in, and you come back to that document’s row.
Read the bylaws
- Open the bylaws, in the footer under Who we are and on About the Foundation. Anyone can read them on the page, as amended and restated June 6, 2026.
- Use In the bylaws, the contents beside the text, to go straight to an article. Every article and section has its own link, so you can share one.
- To download the PDF, all 11 pages with the certificates of adoption and amendment, sign in and choose Download the bylaws. Signed out, the panel offers Create a free account and Sign in to download instead.
Download the preparedness guide
- Open the emergency preparedness and Blockwatch guide. Anyone can read it on the page.
- Sign in, then choose Download the PDF guide near the top: all 14 pages (15 MB), with the province map, the HELP and OKAY window sign, and a contact list to fill in by hand.
Search the whole site
- Choose Search in the header or the footer, or open Search.
- Type a word or two under Search the site, such as Blockwatch, earthquake or receipt, and choose Search. Quoted phrases, the word “or”, and a minus sign in front of a word to leave it out all work.
- To narrow it, choose under Kind: Everything, Pages, News, Events or Documents.
- Every result opens the page, or the part of it, that matches: a section of the guide or of the bylaws, a story, an event, or a document’s row in the library.
Good to know
- Anyone can see the list of documents and read the bylaws and the preparedness guide on the site. Every PDF on the site needs a free account: the library’s files, the bylaws and the guide.
- Any free account opens them. Reading our records needs no special access.
- Search, and Search titles in the library, find a document by its title and description, not by the words inside it.
- Only published documents are listed, and drafts never appear in search.
- The bylaws on the site are the adopted text, word for word from the PDF. Only the board can change them.
- We never sell your information. The privacy page says what an account keeps.
Questions and answers
The library
What’s in the documents library?
Our annual reports, Form 990 tax filings, Blockwatch flyers, meeting minutes and other documents, grouped by kind. See the FAQ.
Do I need an account to open a document?
Yes: every PDF on the site needs a free account, the library’s files, the bylaws and the preparedness guide alike. Any account will do. Create one with a password, or ask for a sign-in link on the Sign in page.
What does “Full text available” mean?
We have typed out that document’s words as well as keeping its PDF. Like the file, the full text is kept for signed-in accounts. Search doesn’t look inside it: it finds documents by their titles and descriptions.
The bylaws and search
Can I link to one section of the bylaws?
Yes. Every article and section of the bylaws has its own link: go to it from In the bylaws and copy the address from your browser.
What does search look through?
If something goes wrong
The messages you may see, word for word (“…” stands for a part that changes), what they mean and what to do.
- “No documents match that filter yet”
No document in the library has that word in its title or description, or is of that kind or in those years.
What to do: Try fewer filters or another word, or choose See every document.
- “No file yet”
The document is listed, but its PDF isn’t in the library yet.
What to do: Write to us if you need it.
- “Authentication required”
You opened the link to a PDF without being signed in, for example from a bookmark, or after your sign-in ended.
What to do: Sign in, then open it again from its page: Documents, the bylaws or the guide.
- “No file at that address.”
That file isn’t in the library any more: the document may have been taken down or replaced, or the link is incomplete.
What to do: Open Documents and choose the document from the list.
- “Nothing found for “…””
No page, story, event or document matched your words.
What to do: Try a shorter phrase, a single word, or another word for the same thing.
- “Too many searches at once. Wait a minute, then search again.”
There were many searches from your connection in a short time.
What to do: Wait a minute, then search once more.
